Chana Shaffer practices ART law, focusing on both agency-aided and independent journeys. While Chana is licensed to practice in New York, she has represented clients from across the United States.
Chana graduated from the Benjamin N. Cardozo School of Law in 2010. After working in employee law, she moved into academia, becoming a professor of political science and law at Touro College and John Jay College of Criminal Justice. She later accepted the position of Assistant Dean at Lander College for Women, Touro College, where she enjoyed guiding and counseling students navigating challenging life choices.

In 2019, Chana returned to practice law at Balisok & Kaufman, PLLC, where she worked as a litigator and then a bankruptcy attorney. She conducted specialized research and wrote a variety of legal papers, including a brief for a landmark Chapter 7 case, which won on appeal​. Working with clients who honored her with their trust during vulnerable times in their lives, was gratifying and meaningful.
After embarking on a surrogacy journey to have a daughter of her own, Chana opened a surrogacy law branch of the firm. Since opening this branch, Chana has represented clients from across the United States, handling each case with thoughtful attention and care.

Chana lives in New York with her family, and focuses on ART law, while also pursuing a master's degree in social work. In her free time, she enjoys classical piano and dance, boxing and kickboxing, creative writing, and leading support groups.

MY STORY
My foray into Assisted Reproductive Technologies law began with my own journey to have a baby through surrogacy in the summer of 2019. My older son made a surprise early appearance, and my second son arrived even earlier, at 28 weeks, and we watched him learn to breathe and to eat during his three months in the NICU. After losing our daughter in a late-term miscarriage, we gave up on our dream of a big family, and focused on raising our two beautiful boys.

As the years passed, we felt incredibly thankful for our healthy children, but also the sorrow of our loss and a strong longing for a daughter. We looked into a variety of options, and after years of research and trepidation, decided to embark on a surrogacy journey. We were terrified and overwhelmed in this world where we were unsure of whom we could place this ultimate trust in. Then we met our surrogate, Jessica, an incredibly responsible, dedicated and kind person. We couldn't imagine someone more trusted to nurture our child and bring her safely to us.

Three years from our decision to embark on a surrogacy journey, we welcomed our baby girl into our family, an incredibly joyous and surreal moment. We video-called our boys from the hospital and celebrated together.
As I was embarking on my own surrogacy journey, I explored the legalities of the world of surrogacy, I became fascinated with this new and evolving field of law and considered making a shift to surrogacy law. After I welcomed my baby daughter into my family, I knew I wanted to work in a field that literally makes people's dreams come true. Over the last years working in surrogacy law, I have found my passion. What an awe-inspiring and deeply meaningful journey it has been!
